KASAPI is a national federation of different Indigenous Peoples' Organizations(IPO's) representing 64 ethno-linguistic groups from 127 different
indigenous cultural communities in the Philippines. It is a network of 16
regional and sub-regional federations comprise of about 250 community-based
indigenous peoples' organization.
It
was formally established on 23 October 1997 at St. Michael's Retreat House,
Antipolo and Rizal as a result of a national conference of Indigenous Peoples
in the Philippines.
It is governed by a Consultative Body of 34 members each representing member
organizations or communities within the federation. Its goal is to advocate for
the recognition of the rights of indigenous peoples to their ancestral domain,
self-determination and cultural integrity.
Since its inception, KASAPI has continually engaged the Philippine government at all levels to ensure the active participation of IP leaders in setting the national development agenda particularly as it relates to IP rights and other specific policies that impact on them.
KASAPI established partnership with the office ofhe Presidential Assistant on Peace Process (OPAPP), of Office of the Presidential Assistant on Indigenous Peoples Affairs (OPAIPA) and the National Commission on Indigenous Peoples (NCIP).
These engagements established the credibility of KASAPI as an institution and gained the respect and recognition of the Philippine government as an objective partner in development work.
KASAPI members and leaders had been formally appointed as members of official government committees such as the Preparatory Committee for the review of the Implementing Rules and Regulations (IRR) of the Republic Act 8371 otherwise known as Indigenous Peoples Rights Act No. 371 and the Selection Committee for the Appointment of Commissioners to the National Commission on Indigenous Peoples (NCIP). KASAPI also holds the position of Vice Chairperson of the Coordinating Committee for the Selection of the National Consultative Body Representatives of the NCIP.
The active advocacy of KASAPI like wise caused the appointment of genuine IP leaders to the Presidential Task Force on Ancestral Domain (PTFAD) and later the Presidential Task Force on Indigenous Peoples (PTFID). With the support of KASAPI, several members were appointment as Commisioners of the NCIP and members of Indigenous Peoples Council of the National Anti-Poverty Commission.
KASAPI vigorously promote the inclusive recognition of IP rights based on nternational laws and policies and advocate the full implementation of the IPRA.
KASAPI conducts regular information, education and communications (IEC) campaign on the IPRA and other policy issuances that promote IP rights.
With support from KASAPI, a number of IP organizations have at least secured either a Certificate of Ancestral Domain Claim (CADC) or a Certificate of Ancestral Domain Title (CADT). A lot of the KASAPI communities are processing their applications for their CADC.
In partnership with the different NGOs and support groups, KASAPI organization obtain support and assistance in livelihood development and other social services such as. The construction of potable water systems, processing of non-timber forest products, microfinance, agriculture production and marketing.
To address the educational needs of its members, KASAPI has been implementing a scholarship program for poor but promising students from among the IP communities. In the past five years, KASAPI supported the college education of about fifty (50) deserving students.
